Ground Handlers
daa is responsible for managing the operation of Dublin Airport and for the provision of infrastructure to enable airlines and handling agents to operate efficiently and effectively.
Some airlines provide their own ground handling services. For example, Aer Lingus and Ryanair both provide Passenger Handling and Baggage Handling services for their passengers.
All ground handling companies are licensed by the Irish Aviation Authority (IAA) which is independent of daa.

Ground Handler Application
All ground handlers must obtain a Grant of Approval, prior to commencing operations at Dublin Airport. All potential ground handling companies are required to contact the the Irish Aviation Authority (IAA) who are the body responsible for issuing Grant of Approvals.

Dublin Airport Requirements
In addition to the Groundhandling Approval from the IAA, applicants are also required to satisfy the particular requirements of the airport operator at the relevant airport at which it is proposed to engage in groundhandling activities. A Groundhandling Requirements Form must be completed and submitted to Dublin Airport.Ground Handlers are also required to comply with the Rules of Conduct for operating at Dublin Airport.
